The search giant announced Tuesday that it will provide $75 million to build 3,000 residential solar electricity systems across the country. Google will own the panels, and get paid over time by customers who purchase the electricity the panels produce.

Google is creating a fund with a San Francisco company called Clean Power Finance that local solar installers will be able to tap so they can offer financing plans to prospective buyers. The plans allow homeowners to install a $30,000 solar electricity system on their house for little or no money up front. Instead, customers pay a monthly fee that is the same or less than what they would otherwise be paying their local utility for power.

Google will earn what it calls an attractive return on its investment in two ways. It gets the monthly fee from homeowners, and, as the owner of the systems, Google will get the benefit of federal and state renewable energy subsidies.

The systems will not carry the Google brand, however. Instead, local installers will offer the financing deal under their own brands.

Solar power has gotten dramatically cheaper, but the up-front cost for a homeowner remains formidable. A typical home system costs $25,000 to $30,000. Federal and state governments offer subsidies to help defray the cost somewhat, but it is still far too much money for many homeowners to shell out.

Solar financing plans are offered by a handful of large solar companies such as SunRun, SolarCity and Sungevity, and they are growing in popularity. Google established a $280 million fund with SolarCity in June to help SolarCity expand its offerings.

But Google?s new fund will flow instead to small, local installers who would otherwise not be able to offer these financing plans. Google says there are 1,400 solar installers in all 50 states.

?Cash sales (of solar panels) have been good, but once you add financing, sales can go through the roof,? said Rick Needham, Director of Green Business Operations at Google, in an interview. ?It?s an opportunity to significantly expand the market.?

This is the second such fund established by Clean Power Finance. The company declines to name the investor in the original fund, but says the amount of the fund is larger than Google?s. Google hopes its investment will show a way for other investors to team up with installers to finance many more home solar systems and make a profit in the process.

This is the latest a string of investments Google has made in renewable energy, now totaling $850 million. Google has invested in wind farms in North Dakota, California and Oregon, solar projects in California and Germany, and a project off the East coast meant to help make offshore wind farms possible.

Google has said it is disappointed that it can?t buy renewable electricity for its power-hungry data centers so it is investing to help renewable power expand in scale.

One of Google?s ten philosophical pillars is: ?You can make money without doing evil,? and reducing the environmental impact of its business has long been a focus of co-founder and CEO Larry Page. The company says that since 2007, it has completely offset its emissions of greenhouse gases by paying for projects that remove greenhouse gases from the atmosphere.

WASHINGTON (Reuters) ? China's economic outlook is positive, but it must keep battling inflation and be ready to counteract any external shocks, the country's top central banker said on Saturday.

People's Bank of China Governor Zhou Xiaochuan said China should prevent rapid growth from overheating what many viewed as the world's leading economic engine, and called on Europe to aggressively deal with the region's worsening debt crisis.

It would be unrealistic for anyone to hope China could dramatically accelerate its growth rate, and such a rate would not be sustainable, Zhou said at a press conference during this week's meetings of the International Monetary Fund and the World Bank.

"The reasonable expectation probably should be somewhere around 8 percent or 10 percent," he said.

China's economy grew at an annual rate of 9.5 percent in the second quarter, the slowest pace since the third quarter of 2009, but still faster than economists had expected.

Asked how he viewed the European debt crisis, Zhou said "We have to see if the euro zone countries can implement the decisions taken on July 21" before China can decide its response.

Euro zone leaders agreed on July 21 to allow the European Financial Stability Facility (EFSF), a bailout fund, to buy bonds of distressed governments and give precautionary credit to governments before they are cut off from markets.

China also needed to stay flexible in its economic policies -- a signal that it could consider new stimulus measures, but Zhou stressed that battling inflation remains his top concern.

"There is no very quick, immediate way to bring down inflation. It takes time," he said, adding that economic uncertainty outside of China could also affects domestic inflation.

Earlier on Saturday, Zhou said in remarks to the IMF's steering committee that the central bank will reduce inflation in the short term without major disruptions to the economy, while facilitating growth over the medium and long term.

At this week's meetings of Group of 20 major economies and the IMF, officials have called for China to boost domestic consumption to help maintain global growth amid turmoil in Europe and weakness in the United States.

Zhou said on Thursday that the major emerging markets should find ways to boost internal demand.

With $3.2 trillion in reserves, Beijing has ample firepower should it choose to spend more, but it would have to be careful to avoid side effects such as more inflation and overinvestment in some projects.

"Our sense is that China has room to return to greater fiscal stimulus if needed. Our sense is that it will help them if this is done through consumption," Singh told a news conference.

IMF officials said that spending it on reduced employment taxes and direct transfers to lower income people would avoid excesses that could result diverting it toward bank credit and investment projects. It also could be used to help build up more of a social safety net, which would increase consumption.

Even so, new spending would likely have less impact on the global economy than a previous round of nearly $600 billion in stimulus had in 2008, Singh said.

He added that Beijing's top priority was to address inflation and overheating pressures, including ensuring that credit quality does not deteriorate.

"In China, it is very important that the People's Bank set a clear target for its growth of bank credit for this year," Singh said. "And it's also very clear that China's addressing its inflation...remains the top priority."

He said that any new stimulus from Beijing, however, would likely have less of an impact on global growth than a previous round of spending in the 2008-2009 timeframe.

UMaine hires Barron, wife of women's basketball coach, as interim ...

ORONO ? University of Maine Athletic Director Steve Abbott has announced the hiring of Maureen Barron as interim softball coach. Barron comes to the University of Maine with seven seasons of head coaching experience at Princeton coupled with an overall record of 196-149-1.

Barron is the wife of UMaine women?s basketball head coach Richard Barron. She will just direct the fall program while a national search is conducted to land a permanent coach.

?We are very grateful to Maureen Barron for agreeing to serve as our interim softball coach,? Abbott said in a press release. ?She has a great track record as a student-athlete and head softball coach at Princeton. There is no question that she will do a wonderful job until we name a permanent head coach.

?I am thrilled to be here at the University of Maine and thrilled to have the opportunity to work with the softball program for as long as they need me,? commented Barron. ?We have only been here for a week but I can already tell what a wonderful, supportive athletic community it is. I am looking forward to getting to know the girls and doing all I can to make us the best we can be on the field every day.?

Barron, the mother of 7-year-old twin daughters Lane and Rae and 5-year-old son Billy, quipped, ?after being involved with T-ball and Coach-Pitch (with her kids), I?m excited to get back into college coaching.?

She is meeting with the Maine players this week and will monitor the weight training and conditioning program along with the on-field fall softball regimen.

Barron, a Toronto native, said she would be interested in remaining with the program if the new coach wants her to assist her and she doesn?t have to travel much. Her top priority is raising her family, she explained.

A 1997 Princeton graduate, Barron guided the Tigers to four Ivy League titles during her seven years with the program. Barron participated in seven NCAA tournaments with the Tigers as both a player and a coach as she pitched the Tigers to the 1995 and 1996 Women?s College World Series after the program enjoyed its first tournament experience in 1994.

Barron became the head coach at Princeton for the 2000-01 season following a short stint as a graduate student at the University of Virginia. Barron was appointed head coach at Princeton after she spent the 2000 season as an assistant with the Tigers? softball program.

Barron wasted no time in returning the Tigers to prominence as she guided the 2002 squad back to the NCAA tournament. Princeton kept the high quality of play up under Barron?s leadership as the Tigers returned to the NCAA tournament in 2003, 2005 and 2006.

During her seven years at Princeton, Barron coached two Ivy League Players of the Year, three Ivy League Rookies of the Year and four Iyy League Pitchers of the Year.

From Jeopardy! to Insurance ? IBM's Watson AI Hired by WellPoint ...

Hi, I'm Watson. Let's talk about your latest medical claim, shall we?

Ever feel like the people reviewing your claims at the insurance company are a bunch of faceless, mindless drones? Well it turns out your paranoid cynicism is coming true ? congratulations! In a historic step towards modernizing healthcare, insurance giant WellPoint is teaming up with IBM so that the Watson AI can help their staff make informed decisions. The amount of medical literature is staggering ? doubling in size about every five years. No human can possibly hope to keep up. Watson, however, is able to process 200 million pages of content in just three seconds. In early 2012, some WellPoint nurses will be able to access Watson to assist them in reviewing patient cases and treatment requests. Later, WellPoint expects to roll out the service to a few oncology practices and eventually this technology could be helping medical professionals all over the world. Taste a bit of this AI-fueled medical utopia in the video from IBM below. While many will undoubtedly lament the ?dehumanizing? nature of AI in healthcare, Watson represents one of the great hopes in this field. With unparalleled abilities to understand human writing in huge amounts at high speeds, Watson can place the entire global history of medical literature in the hands of your doctor. Faceless and cold? Perhaps. But better and smarter as well.

As we discussed when Watson was poised to take on Jeopardy! champions earlier this year, the IBM system is a wonder when it comes to understanding natural human language. That?s not an easy skill for a computer, yet Watson is able to process billions of documents to find correlations between key words and concepts. This allowed the AI to win at Jeopardy! and it also allows it to recommend the best solutions to medical problems by searching through records and finding the most likely causes for ailments. Early tests with Watson have shown it to process complex symptoms, recognize possible causes with uncanny range and accuracy, and suggest treatments that impress the doctors working with the AI. The big goal of Watson in medicine is to give every medical professional access to the system, not to replace human decision making but to improve upon it by keeping humans informed. Here?s a brief video from IBM that highlights that vision:

WellPoint is one of the largest insurance groups in the US (the largest by some counts) with one in nine Americans participating. They have 34 million+ members and 70+ million when counting subsidiaries. Their agreement with IBM is historic not because it?s the first time AI is being applied to medical databases (it?s not, this has been done before) but because of the scale of the company and Watson?s superior understanding of human language. Early next year when Watson is made available to WellPoint personnel it will be used to sort through patient charts, medical records, WellPoint?s history of treatments, and IBM?s library of medical textbooks and journals so that the computer can synthesize treatment recommendations using all of these sources. We?re talking about millions upon millions of documents reviewed in just seconds. Nurses will take Watson?s recommendations as guidance, but conflicts in claims (your doctor wants to give you Drug X but Watson recommends Drug Y) will still be settled by human reviewers.

From there, WellPoint expects to roll out the medical version of Watson to oncology practices to assist in complex treatment plans. No word yet on the time it will take for that application to come online, nor how long WellPoint and IBM will stay at that level before moving on towards more general uses of the technology.

Eventually, however, I think we?ll see Watson, or its successor, commonly used in all areas of the medical industry from patient interviews to ER visits to insurance claim lawsuits. WellPoint expects the nurses in the opening trial will be able to access Watson from desktop computers or even mobile devices, and I foresee a future where tablet computers (or smart phones) serve as easy to use portals to Watson medical solutions calculated in the cloud. That means that not only will Watson-like technology be available to all levels of medical professionals but it will be available almost anywhere.

Consider that possibility for a moment. Every doctor (or nurse, or claim adjuster, etc) would have access to the world?s collection of medical expertise at their fingertips. And, because Watson not only makes recommendations but also cites the sources it used to make its decisions, your medical provider could quickly perform their own research to verify or expand upon Watson?s suggestions. This technology may turn every doctor into a super doctor. If we could make it freely accessible via smart phones it could also turn even untrained humans into passable medical assistants. These are world-changing possibilities.

And they come with world-sized risks. While I?m not a pessimist, there are clear avenues for abuse or failure. What if insurance companies (or governments, or whoever) got to decide that some treatments were too costly, and kept Watson from suggesting them? What if medical professionals became so trusting of Watson that an error in the AI would be accepted as medical fact and cause misdiagnoses of patients? What if Watson (or its successor) had no real competition, making an entire industry reliant upon a single system, and again allowing an error to be propagated to millions across the world?

WellPoint (and IBM) have assured the public (1,2) that they only intend Watson to be an objective assistant, and that it won?t take financial cost-benefit into account. Likewise, they have openly stated that Watson is here to augment human judgement, not replace it. Yet the fact that these companies must come out and assuage our fears about these risks reinforces the fact that such possibilities do exist.

That doesn?t mean we should let our fears keep us from adopting Watson on a large scale in the medical industry, but we should go into this with open eyes. AI could be one of the most powerful and transformative tools in world healthcare. ?It is overwhelming a positive trend, and we need to support it and grow it as much possible. But, while this technology is still young, we should be very vocal about how we, as patients and human medical professionals, want it to be developed. One way or another medical AIs are going to revolutionize the industry. If WellPoint, IBM, and the public work together we can ensure that the revolution leaves us with a much healthier world.

UNITED NATIONS (AP) ? Palestinian President Mahmoud Abbas is pressing ahead Tuesday with his diplomatic campaign to gain full U.N. membership, as the divisive issue of Palestinian statehood takes center stage ahead of the opening of the U.N. General Assembly session.

Abbas had meetings scheduled with French President Nicolas Sarkozy and Lebanese President Michel Suleiman, among leaders, as he sought to line up support ahead of his speech Friday to the General Assembly when the Palestinians vow to submit a letter formally requesting U.N. membership.

Envoys of the Quartet of Mideast mediators ? the U.S., the U.N., the European Union and Russia ? planned to meet again Tuesday in an effort to avert a showdown over Palestinian statehood by crafting a way forward that would be enough to persuade the Palestinians to drop their bid and have enough caveats for Israel to get its support.

As the Palestinians edged closer to seeking statehood recognition from the United Nations, Israeli Prime Minister Benjamin Netanyahu called for Abbas to meet with him in New York. The Israel leader said he wanted to resume peace talks, upping the pressure on Abbas and building on the frenzied diplomacy swirling around the Palestinians' bid.

While any submission by the Palestinians wait weeks or months for the U.N. action, it has Mideast mediators scrambling to find a way to draw the two sides back to a negotiating table.

Regardless, Abbas said he had not been swayed by what he called "tremendous pressure" to drop the bid for U.N. recognition and instead to resume peace talks with Israel. Senior aides to the Palestinian leader said Abbas was undaunted by threats of punitive measures.

"Abbas says to every one: it's enough, 20 years of negotiations are more than enough, the world should intervene and end the Israeli occupation as long as the USA can't," said Mohammed Ishtayeh, an Abbas aide.

U.S. Secretary of State Hillary Rodham Clinton said, however, there was still time to find a solution to the diplomatic crisis.

Clinton told reporters in New York that the U.S. is talking with all sides to defuse the standoff, noting that there were still several days to seek a compromise before Abbas' speech.

She joined Netanyahu in calling for new talks and repeated the U.S. position that the only path to a separate state for Palestinians is through negotiations with Israel.

Nabil Shaath, senior aide to Abbas, told The Associated Press that the Palestinian leader informed U.N. Secretary-General Ban Ki-moon during their meeting Monday that he would present him with a letter requesting full membership on Friday, ahead of Abbas' speech to the General Assembly.

Any candidate for U.N. membership must submit a letter to the secretary-general stating it is a "peace-loving" state and accepts the U.N. Charter. Ban is expected to examine the Palestinian letter and then send it to the 15-member U.N. Security Council, which must give its approval before a vote in the larger General Assembly.

Ishtayeh said the letter will state: "Palestine is a peace-loving state and has contributed to human civilization, that it has succeeded in building state institutions." It would also cite the need to consider the pre-1967 Mideast War borders as those of the Palestinian state, he said.

Although any submission by the Palestinians could wait weeks or months for U.N. action, it has sparked a flurry of diplomatic activity with Mideast mediators scrambling to find a way to draw the sides back to the negotiating table.

Shaath said last ditch efforts to dissuade the Palestinian president from approaching the Security Council had failed. He said Palestinians had been threatened with harsh punitive measures but had decided to move ahead nonetheless.

The comment appeared to refer to the warnings by some in the U.S. Congress that current and future financial aid to the Palestinian Authority could be in jeopardy if they move ahead with the membership bid. The U.S. gives some $500 million a year in aid to the Palestinians.

Israel has not said how it will respond to a Palestinian declaration of independence, though hardliners in Netanyahu's government have called for a variety of measures, including annexing parts or all of the West Bank or withholding tax funds that Israel collects on behalf of the Palestinians.

Israeli government spokesman Mark Regev said that by going to the U.N., the Palestinians are violating "the spirit and the word of signed commitments" that pledged to resolve disagreements through negotiations. "Israel reserves the right to respond," he said Tuesday, refusing to elaborate.

Each side in on-again-off-again Israeli-Palestinian talks has accused the other of being an untrustworthy and intransigent participant in the peace process.

In a statement issued late Monday, Netanyahu called on Abbas to begin "direct negotiations in New York and continue them in Jerusalem and Ramallah." It provided no other details or indications that Netanyahu was willing to cede to any of the Palestinians' demands.

Ban "reiterated his support for the two-state solution and stressed his desire to ensure that the international community and the two parties can find a way forward for resuming negotiations within a legitimate and balanced framework," U.N. spokesman Martin Nesirky said after the secretary-general met with Abbas.

The comment underscored the desires of some members of the Quartet of Mideast mediators that Palestinian statehood should not be granted before a resumption of peace talks. While the four international mediators have repeatedly called for renewed negotiations, Russia supports U.N. membership for Palestine.

The long-stalled negotiations have been unable to solve key issues including Israeli settlement building in the West Bank and the status of east Jerusalem, which the Palestinians want as their capital. Israel captured both areas in the 1967 Mideast war.

Clinton and Russian Foreign Minister Sergey Lavrov agreed at a Monday night meeting that the Quartet envoys should meet again for the third straight day on Tuesday, officials said.

A U.S. official, speaking on condition of anonymity to discuss the sensitive diplomatic work, said progress was being made on a joint Quartet statement that would include a modest upgrade to Palestinian status at the U.N., address Israel's demand that it be recognized as a Jewish state, and set a broad timeline for renewed negotiations.

The timeframe wouldn't be a deadline, as such, but would be aimed at addressing the Palestinian desire to see quick action. The offer would come with an unchanged message that Washington would veto the Palestinian bid at the Security Council for U.N. membership, but at the very least it would represent a dignity-saving compromise for Abbas' U.S.-backed government.

By already promising a veto in the Security Council, the U.S. has blocked that course for the Palestinians before they even submit the request.

Alternatively, the Palestinians could seek the approval of a majority of the General Assembly's 193 member states to upgrade their status from a permanent observer to a nonmember observer state ? a designation that would leave them with a symbolic victory despite years of failed negotiations and waning hopes for statehood.

In either scenario, the Palestinians will have shown they have the power to force action on the issue at a time when Israel is feeling increasingly isolated in the region.

What do we say about investing in physical gold vs. Investing in a gold Etf? We say ?Ain?t nothin? like the real thing, man!? Of the four ways to invest in costly metals today, the one that, to us, genuinely makes the most sense is investing directly in the physical asset. This can be achieved by purchasing physical gold bullion coins and bars or rare gold coins and junk silver bags.

There are three other primary ways to get complex with costly metals, the first is a silver or gold Etf (exchange traded fund), the second is to invest in shares of stock in costly metals mining companies, and the third is to invest in costly metals futures contracts. We?ll be brief and clear on two of these three choices. First, we don?t advise futures investing to whatever who has not already proven themselves a scholar futures investor?and that applies to most people. Futures contracts can give amazingly high returns in an astonishingly short duration of time, but the risks of loss are equally high. Avoid gold futures. Second, if you invest in a mining company stock, you are not investing in physical gold and silver?you are still investing in paper. You may assume that gold and silver will be rising so much that the companies? stocks will inevitably rise with it, but despite the very sharp rise in the prices of gold and silver over the last decade, many of the gains in mining company stocks have underperformed the physical asset. But with a gold Etf, aren?t you investing in physical gold? No, you?re still not.

A gold Etf is an venture in a derivative of the value of an ounce of gold. Quite typically, a share in a gold Etf equals the store value of 1/10th of one ounce of physical gold. The fund is underpinned by real gold bullion-but that?s not what you are buying. And for you as an individual investor (as opposed to, say, an institutional money manager), that?s not genuinely that good. And here?s why: Take a gander at this quote within the 10-K filing by the World Gold Council for the Gld Etf. It says ?Each superior Share will record a proportional interest in the gold held by the Trust. As the Trust will not generate any wage and as the Trust will commonly sell gold over time to pay for its ongoing expenses, the whole of gold represented by each Share will moderately decline over time. This is true even if additional Shares are issued in change for additional deposits of gold into the Trust, as the whole of gold required to generate Shares will proportionately reflect the whole of gold represented by the Shares superior at the time of creation. Assuming a constant gold price, the trading price of the Shares is expected to moderately decline relative to the price of gold as the whole of gold represented by the Shares moderately declines??

You see?physical gold and silver always have intrinsic, real value. But a gold Etf will likely lose money unless the store value for gold goes up and up and up. It may be expected to do that right now, but can you predict the exact timeline? When will be the right time to redeem your shares? If you buy physical gold and silver coins, you?ll never need to worry about that, because the costly metals themselves will always have great value relative to how healthy all other financial venture instruments are at any time: stocks; bonds, futures contracts, and any given currency.

So once again, the lowest line is: own physical gold and silver. Everything else is, to one degree or another, mere speculation. And while venture can make you even more money than owning costly metals coins, it can also cause you to lose your shirt. You can?t lose with physical costly metals.

DETROIT ? Incriminating statements by a Nigerian accused of trying to blow up a plane near Detroit can be used against him at trial, a judge said Thursday.

The decision bolsters the case against Umar Farouk Abdulmutallab, who is charged with trying to destroy an aircraft flying from Amsterdam to Detroit using a bomb concealed in his underwear on Christmas 2009.

Abdulmutallab, 24, was not told he had the Miranda right to remain silent when the FBI interviewed him at University of Michigan hospital where he was being treated for serious burns after the incident.

But U.S. District Judge Nancy Edmunds said there is a "national security exception" for investigators trying to quickly get information from crime suspects.

FBI agent Timothy Waters said Abdulmutallab explained how he became a radical follower of al-Qaida in Yemen and how the bomb was supposed to work.

Defense attorney Anthony Chambers said Abdulmutallab had already disclosed details to officers at the airport and deserved to have his Miranda rights explained at the hospital before the second interview with the FBI.

Chambers also objected to investigators interviewing Abdulmutallab after he had been treated with a powerful painkiller, Fentanyl, while his burns were being scrubbed.

But the judge, quoting the testimony of witnesses, said Abdulmutallab showed no signs of "fuzziness" or confusion.

Waters testified Wednesday that he did not read Abdulmutallab his Miranda rights because he needed to know if other planes might be under similar attack that day.

Abdulmutallab was among nearly 300 people aboard Northwest Airlines Flight 253. Authorities say he went to the bathroom before returning to his seat and attempting to detonate a bomb under his clothes, just minutes before the plane's arrival at Detroit Metropolitan Airport.

It caused a fire that was quickly extinguished by crew and passengers.

Jury selection starts Oct. 4.

The 65-year-old, most famous for his portrayal of the leather-clad rebel "Fonzie" in the popular U.S. television series Happy Days, received the award at the British embassy in Washington DC on Wednesday.

Winkler, who was diagnosed with dyslexia as an adult, spent much of the last two years touring Britain to discuss learning difficulties with schools and policy makers.

He is also the author of 17 books for children about Hank Zipzer, a young man with dyslexia.

"Receiving this honour is a very humbling experience," Winkler said in a statement on the embassy website.

"My goal when I started working with children was never to bring accolades on myself, but instead to change how people think about those around them for whom learning is a struggle.

"I am flattered to have had my work recognised in this manner, and hope to continue showing kids that their learning difficulty isn't a disability."
