Roots of Afternoon Tea

Serving as a traditional aspect, drinking tea was a British and Victorian culture dating back to the 1600's. Afternoon Tea is Different from High Tea

Those belonging to England's working class were not accustomed to snacking or small meals with tea and other items. There jobs would last into the night or they would work the farms for hours on in. However the tradition of taking tea was not lost on them. Tea was served in the late evening and known as high tea.

The Principal meal of the day was high tea. So high tea is a full meal served around sunset. A variety of foods including sandwiches, fish, eggs and other meats are served during high tea. In working class homes, the term High means main rather than haughty. High tea was a larger meal presented at a days end.

Intuit shows off MicroMint concept app for the WIMM One smartwatch, we go hands-on

Given the amount of time we spent with the WIMM One smartwatch, you'd think we would have had enough fodder for a full-blown review. Alas, though, one critical piece was missing: apps. Not test apps, like a balance ball game, but honest to goodness apps from major third-party developers. As it happens, the app store still isn't live yet, but we did get to check out a concept app from Intuit, the company behind Mint.com (no TurboTax for this 1.41-inch display, sorry).

What can we say? When a device has a screen this tiny, the elevator pitch is going to be mighty brief. Here's how MicroMint works: just swipe left to right to see your balances for different accounts. There's no limit to how many it can display, and when you reach the end of the list, the app will just start cycling through again. As you can see in the video demo below, the app's performance is limited by the watch's 667MHz ARM11 CPU and 256MB RAM, which is to say you'll notice some lag as you swipe from one bank balance to another. And that's it. This is all the app does; don't expect to take advantage of Mint's other features, like budget-planning and mapping out savings goals (not that you'd want any graphs or itemized lists crammed onto that 160x160 screen).

For now, of course, this concept app is just that, a prototype. Intuit won't commit to releasing it, much less share any sort of timeline. Interestingly, though, David Siegel on Intuit's development team suggested to us that the app might be of more use when WIMM releases its next-gen watch with NFC. With that radio on board, he says, the app could potentially allow not just for balance-checking, but credit card payments as well. Additionally, the outfit is mulling a similar app for the Sony SmartWatch, which also runs Android and supports Java-based apps. The only development hiccup, he says, would be adapting the app for Sony-specific APIs. That's a whole lot of ifs for one paragraph, though, so for now we'll leave you with a super quick hands-on video, just past the break.

Man's best friend may make a positive difference in the workplace by reducing stress and making the job more satisfying for other employees, according to a Virginia Commonwealth University study.

Stress is a major contributor to employee absenteeism, morale and burnout and results in significant loss of productivity and resources. But a preliminary study, published in the March issue of the International Journal of Workplace Health Management, found that dogs in the workplace may buffer the impact of stress during the workday for their owners and make the job more satisfying for those with whom they come into contact.

The VCU researchers compared employees who bring their dogs to work, employees who do not bring their dogs to work and employees without pets in the areas of stress, job satisfaction, organizational commitment and support.

"Although preliminary, this study provides the first quantitative study of the effects of employees' pet dogs in the workplace setting on employee stress, job satisfaction, support and commitment," said principal investigator Randolph T. Barker, Ph.D., professor of management in the VCU School of Business.

"Dogs in the workplace can make a positive difference," he said. "The differences in perceived stress between days the dog was present and absent were significant. The employees as a whole had higher job satisfaction than industry norms."

The study took place at Replacements, Ltd., a service-manufacturing-retail company located in Greensboro, N.C., which employs approximately 550 people. Approximately 20 to 30 dogs are on the company premises each day. The study took place over a period of one work week in the company setting, during which time participants completed surveys and collected saliva samples. Pagers were assigned to prompt employees to complete surveys during the day.

The researchers did not observe a difference between the three employee groups on stress hormone levels, which was measured via a saliva sample, in the morning, but during the course of the work day, self-reported stress declined for employees with their dogs present and increased for non-pet owners and dog owners who did not bring their dogs to work. The team noted that stress significantly rose during the day when owners left their dogs at home compared to days they brought them to work.

According to Barker, the team observed unique dog-related communication in the workplace that may contribute to employee performance and satisfaction. For example, he said, although not part of the study, that employees without a dog were observed requesting to take a co-worker's dog out on a break. These were brief, positive exchanges as the dogs were taken and returned and also resulted in an employee break involving exercise.

Barker said that other findings revealed mostly positive comments from employees such as "pets in the workplace can be a great bonus for employee morale ?," "having dogs here is great stress relief" and "dogs are positive; dogs increase coworker cooperation."

"The effect of pets in reducing the impact of stress and enhancing communication found in other settings may extend to the workplace," said Barker.

"Pet presence may serve as a low-cost, wellness intervention readily available to many organizations and may enhance organizational satisfaction and perceptions of support. Of course, it is important to have policies in place to ensure only friendly, clean and well-behaved pets are present in the workplace," he said.

According to Barker, further research with larger sample sizes within the organizational setting is needed to replicate the findings of this initial study.

Republicans back a Republican budget: why that's news

House Republicans are setting aside differences to give the Ryan budget the votes to proceed, despite tea party concerns. In the Senate, however, it will be dead on arrival.

House Republicans head into votes Wednesday night prepared put their differences aside and rally behind the GOP's latest budget proposal.

Conservatives, including tea party-backed members, worried that the budget didn?t go far enough, and with elections looming this fall, they saw the budget as their last chance to satisfy voters who gave Republicans back control of the House in 2010.

But key members of House's largest conservative caucus, the Republican Study Committee (RSC), agreed to back the budget plan House Budget Chair Paul Ryan (R) of Wisconsin because they feel they had helped prod it far enough to the right.?

For example, they worked to include in the budget a plan to pare back government outlays beyond the level agreed to in last summer's debt-ceiling accord; to mandate reductions in welfare spending; and to combine Medicaid and the State Children's Health Insurance program to save more than $800 billion over 10 years.

In the end, the bill will be dead on arrival in the Democratic-held Senate, but Republicans say passing their own budget sends an important message for the election.

RSC Chairman Jim Jordan (R) of Ohio said he will back the Ryan busget, though RSC members will also be able to vote for their own, more conservative budget, as well.

For example,?where Ryan?s budget proposes $1.028?trillion in discretionary spending ? that's $19 billion less than the $1.047 trillion cap set in 2011 debt-limit legislation ? the RSC budget cuts discretionary spending back to $931 billion.

In effect, that means that, despite the cuts, the Ryan budget still grows discretionary spending compared with fiscal year 2011 levels, while the RSC?s budget would roll spending back to FY 2008 levels.

?It?s hard to go home to the American people in my district and say, 'Hey, we made some changes here,' and they say ?Well, I looked at the budget, and it's bigger than it was last year,?? said Rep. Tim Huelskamp (R) of Kansas, who opposes the Ryan plan. ?So there?s a real credibility issue if we?re going to follow through on the Ryan budget.?

Tea party sympathizers, rallying around Capitol Hill on Tuesday in opposition to President Obama?s health-care law, agreed that their 2010 revolution has not brought the desired results. In interviews, many said they weren?t seeing enough follow-through on lawmakers' promises like the 2010 Pledge to America, a GOP campaign document that aimed to slash $100 billion from the spending for the balance of FY 2011. Congress managed a $39 billion reduction, mostly by punting spending reductions to future years.

I have been writing poetry for most of my life, but it took me 6 years of studying Spanish before I could write a halfway decent poem in Spanish. If you love to write in English, chances are you will want to learn to write creatively in Spanish as well. While I can?t make you an excellent writer in either language, I can give you some tips.

Try not to translate

Yes, famous poems and stories are translated all the time. However, they are translated by professionals who have spent years perfecting their creative translation skills. If you write a poem in your native language with the goal of putting it into Spanish, chances are you are going to lose a lot of the emotion. Try to think in Spanish first. Jot down your ideas in Spanish. Keep a Spanish thesaurus nearby to investigate new vocabulary. If you translate a poem from your native language, you are not likely to have enough vocabulary in Spanish to properly translate it.

Don?t set your standards too high too fast

Do not expect your first few attempts at creative writing to be as amazing as your native language stuff. That?s just not going to happen. Set reasonable goals. Once you start and actually finish a few things, you will grow more confident and comfortable writing in Spanish, so your writing will improve.

Take inspiration from the greats

Read a lot of Spanish stories and poems. Check out lots of different styles. This will help ingrain some Spanish flow in your mind while also building your adjective word bank.

SANFORD, Fla. (AP) ? A slain Florida teenager and the neighborhood watch captain who shot and killed him exchanged words before the teen punched him in the nose and began banging the man's head on the ground, according to the watch captain's account of the confrontation that led to the shooting.

The Orlando Sentinel reported that George Zimmerman told police he lost 17-year-old Trayvon Martin in the neighborhood he regularly patrolled and was walking back to his vehicle last month when the youth approached him from behind.

The two exchanged words, Zimmerman said, and Martin then punched him, jumped on top of him and began banging his head on a sidewalk. Zimmerman said he began crying for help; Martin's family thinks it was their son who was crying out. Witness accounts differ and 911 tapes in which the voices are heard are not clear.

A statement from Sanford police said the newspaper story was "consistent" with evidence turned over to prosecutors.

Because Martin was black and Zimmerman has a white father and Hispanic mother, the case has become a racial flashpoint that has civil rights leaders and others leading a series of protests in Sanford and around the country. Zimmerman said he shot Martin in self-defense and has not been arrested.

Meanwhile, Martin's parents are blaming police for leaking information about their son being suspended for marijuana and details about the fight he had with Zimmerman that portrayed the teen as the aggressor.

Martin's mother, Sybrina Fulton, and family attorneys said Monday that it was part of an effort to demonize her son.

"They killed my son and now they're trying to kill his reputation," Fulton told reporters.

Martin was suspended by Miami-Dade County schools because traces of marijuana were found in a plastic baggie in his book bag, family spokesman Ryan Julison said. Martin was serving the suspension when he was shot Feb. 26.

The Sanford Police Department insisted there was no authorized release of the new information but acknowledged there may have been a leak. City Manager Norton Bonaparte Jr. said it would be investigated and the person responsible could be fired.

Martin family attorney Benjamin Crump said the link between the youth and marijuana should have no bearing on the probe into his shooting death. State and federal agencies are investigating, with a grand jury set to convene April 10.

"If he and his friends experimented with marijuana, that is completely irrelevant," Crump said. "What does it have to do with killing their son?"

The state Department of Juvenile Justice confirmed Monday that Martin does not have a juvenile offender record. The information came after a public records request by The Associated Press.

Despite the news of Martin's possible actions the night of the shooting, rallies demanding the arrest of the 28-year-old Zimmerman spread from Florida to Indiana.

Thousands rallied Monday on the steps of the Georgia state Capitol. The crowd chanted "I am Trayvon!" and "Arrest Zimmerman now!" The protest ended with the crowd linking hands and singing, "We Shall Overcome."

Students from Morehouse College, Spelman College and Clark Atlanta University encouraged their fellow students to talk to their lawmakers about gun laws. Students wore hoodies that said, "I am Trayvon Martin" and lofted signs reading, "Don't shoot!" and "I could be next."

"We're humans, and even more so, we're American citizens, and we have the expectation that justice will be delivered," said Ronnie Mosley, 20, a student at Morehouse who helped organize the rally.

Back in Sanford, city officials named a 23-year veteran of the police department as acting chief. The appointment of Capt. Darren Scott, who is African-American, came days after Chief Bill Lee, who is white, temporarily stepped down as the agency endured withering criticism over its handling of the case.

"I know each one of you ? and everyone watching ? would like to have a quick, positive resolution to this recent event," Scott told reporters. "I urge everyone to let the system take its course."

The Sanford City Commission held its first meeting Monday since giving Lee a no confidence vote, which led to his ouster. Martin's parents both addressed the panel, urging them to take steps to arrest Zimmerman. More than 500 people crowded into the meeting, which was moved from City Hall to the Sanford Civil Center.

"We are asking for justice," said Tracy Martin, the teenager's father.

Civil rights leader Al Sharpton warned commissioners that Sanford risked becoming a 21st century version of civil rights struggle in the South during the 1960s.

Sharpton said Martin's parents endured "insults and lies" Monday over reports that their son attacked Zimmerman.

Also Monday, an attorney for Martin's mother confirmed that she filed trademark applications for two slogans containing her son's name: "Justice for Trayvon" and "I Am Trayvon." The applications said the trademarks could be used for such things as DVDs and CDs.

The trademark attorney, Kimra Major-Morris, said in an email that Fulton wants to protect intellectual property rights for "projects that will assist other families who experience similar tragedies."

Asked if Fulton had any profit motive, the attorney replied: "None."

Amid chaos of uprising, crime wave hits Syria

BEIRUT (AP) ? Streets of Damascus that were crowded until late at night stand mostly empty after sunset as Syrians stay home, fearing robberies and kidnapping. After a year of chaos, a country that once boasted it was the safest in the Middle East is experiencing a surge in crime.

Reports of thefts, armed robberies and house break-ins have swelled, an apparent sign of criminals taking advantage of the turmoil as the regime of President Bashar Assad wages a bloody, nationwide crackdown against an opposition demanding his ouster.

The government blames members of the opposition or army defectors for much of the crime. The opposition, in turn, blames the regime, saying it is allowing the lawlessness so it can tell the public that the uprising has brought chaos.

But it may be that security forces are now too distracted. Syria's 17 security and intelligence agencies used to control the country with an iron fist, and crime was rare as many feared the regime's brutality. Several pardons issued by Assad over the past year as a gesture to the opposition are believed to have freed criminals ? including convicted murderers and thieves ? alongside some political prisoners.

Whatever the cause, Damascus residents say criminals are operating with unprecedented boldness.

A woman who lives in the posh Damascus neighborhood of Tijara recounted a harrowing armed robbery against her family that she said took place earlier this month. At 6 in the evening, three gunmen with automatic weapons banged on their apartment door while her mother and 8-year-old brother were home alone. The brother opened the door and the assailants stormed in, she told The Associated Press by phone from the Syrian capital.

The gunmen held a gun to the boy's head and told the mother they would shoot unless she handed over her jewelry and cash, the woman said. Her mother gave them all her jewelry and cash worth about $30,000. The gunmen forced the mother and son into a bedroom, tied their hands, locked them in and then fled, said the woman.

"This is the first such case in this neighborhood in 15 years," she said the police told her. The woman spoke on condition of anonymity for fear the criminals might harm members of her family.

Another Damascus resident said a neighbor ? a wealthy, pro-government businessman in his late 40s ? was kidnapped while going to work and was only released after his family paid a ransom worth $300,000. After the December kidnapping the man left Syria along with his wife and children. The resident also spoke on condition of anonymity for fear of making herself a target.

In the central city of Homs, a resident told the AP that gunmen knocked on the door of his neighbor, put a pistol in his face and said to him, "Give us the keys of your car."

The man said the gunmen drove away. The Homs resident, who also spoke on condition of anonymity, said his neighbor still lives in fear.

Damascus residents say that many people who own luxury cars keep them at home and move around in taxis in order for them not to have their cars stolen.

Homs resident Wael, 27, said crime has doubled in some restive neighborhoods because "there is no security and people are now behaving as they want."

"In the past, we used to sleep with our windows open. Now, we cannot do that," said Wael, who asked that he only be identified with his first name.

Iyad al-Bunni, 58, a merchant from Damascus, said the absence of stability and security has allowed thieves to thrive. "Armed groups are using the security vacuum to carry out acts of looting," he said.

Pinning down the extent of the rise in crime is difficult, in part because of the potential for violence connected to the uprising and the regime's crackdown to get mixed in with nonpolitical crime. The regime denies the existence of an uprising, saying it faces not a popular revolt but violence from "terrorists" ? so it likely includes deaths connected to political violence in its crime rate.

The revolt began a year ago with peaceful protests against Assad around the country that were met with gunfire.

Since then, violence has spiraled. Some rebels have taken up arms, attacking army positions and reportedly gunning down pro-regime figures. Security forces have besieged entire cities or rebellious neighborhoods, hammering residential areas with artillery. Pro-regime militiamen known as Shabiha have targeted suspected opposition supporters. Tit-for-tat sectarian killings have taken place between majority Sunnis, who largely back the opposition, and minority Alawites, who stand by the regime.

The United Nations estimates that 8,000 people have been killed in the violence surrounding the uprising.

The Damascus general prosecutor, Marwan Louji, told the pro-government daily Baladana in January that "political, terrorist and normal" crime in the capital doubled in 2011 compared to the previous year. He said theft shot up between 50 to 100 percent. He did not otherwise elaborate.

It was not clear whether his figures included deaths connected to the uprising and crackdown or not. Louji refused an AP request to be interviewed by telephone, and Syrian security officials refused comment.

Louji told Baladana that authorities will work on making sentences harsher in an attempt to reduce crime rates. He gave an example that if a crime is usually punished with a prison sentence ranging between 3 to 15 years in jail, judges will give the maximum punishment.

Mustafa Osso, a Syria-based activist and lawyer who defends political prisoners, blamed the regime for the crimes in order to show that it must stay in power for Syria to be stable.

"They want to say that we either stay in power or fear and chaos will spread in the country," Osso said. "The regime is helping in the rise of crime rates. They released criminals serving long sentences, we are talking about dangerous criminals who committed major crimes."

Being the adventurous gnome that I am, I quickly gathered a group of friends to check out the trails of Moscow Mountain.? To my surprise, there are a bunch of interconnected trails all over Moscow Mountain.? After my first trip to Moscow Mountain, I was hooked and have been going back often throughout the year for the past 10 years.

The great part about Moscow Mountain is the diversity.? With a bunch of different trails weaving in and out of other interconnecting trails, the options are almost limitless.? There are trail lengths and difficulties ranging across the spectrum, Moscow Mountain is a perfect place to learn the sport of mountain biking or to challenge your biking expertise.? ?My first trip out there was more of a feeler, trying to get used to the terrain and ensuring I knew where I was and where I was going.? Now, I hit the ground pedaling and don?t look back, it?s truly a great place to bike!

While the majority of the land is private, the Moscow Area Mountain Bike Association (MAMBA), a group out of Idaho, maintains 39 mountain biking trails.? This non-profit organization conducts trail restoration events throughout the year.? Their website requires a donation to access the most detailed information about the trails, but the free access to the site is sufficient for most (bikemoscow.org). Additionally, some information about mountain biking trails can be found on the Moscow Chamber of Commerce website (moscowchamber.com) and Trails.com website.

NYC schools: No more pink slime for lunch in fall

NEW YORK CITY --?Steak it ain't. School officials in New York City say that this fall they?re going to toss out?the "pink slime" meat filler used in ground beef products served up in school cafeterias.

In New York City's 1.1 million-student school system, officials said Wednesday that they?re working with food vendors to phase out products containing pink slime that are dished out as burgers, spaghetti sauce and sloppy joes. They said they have heard enough concerns from parents and food advocates.

"We're phasing it out by September -- they will no longer be served in our schools,"?Schools Chancellor?Dennis Walcott said Wednesday, according to NBCNewYork.com.

The change follows an online campaign by advocates for healthier food to rid school cafeterias of what the meat industry calls "lean, finely textured beef," but critics derisively call pink slime. The low-cost filler is made from fatty meat scraps that are heated to remove most of the fat, then treated with ammonium hydroxide gas to kill bacteria such as E. coli and salmonella.

Pink slime has been on the market for years, and federal officials argue it is safe. The National Meat Association has noted that ammonium hydroxide is also used in baked goods, puddings and other processed foods.

The USDA recently announced that, in response to requests from school districts nationwide, it will offer schools a choice: 95 percent lean beef patties made with the filler, or less lean bulk ground beef without it.

?School districts are in the same boat as parents, and they?re still trying to figure out what the pink slime is,? Diane Pratt-Heavner, spokeswoman for the Maryland-based School Nutrition Association, told msnbc.com on Wednesday. ?What is important to clarify here is that this is not a school-food issue, this is a ground beef issue.?

Safeway to stop buying pink slime beef filler

Several U.S. school districts said they would change their cafeteria menus by next fall. At Florida's Miami-Dade school system, the nation's fourth-largest district, with 345,000 students, officials also announced plans to eliminate the meat in September.

Others decided to remove the ammonia-treated meat immediately.

Tony Geraci, executive director of child nutrition for the schools in Memphis, said the 110,000-student district hasn't used the product since October. Geraci described pink slime as a "a horrible product" and not fit for human consumption.

Pratt-Heavner said don't blame the lunch lady, changes will come slowly and each district must act appropriately.

"Like all customers at the store, school districts will have to ask about their product and what it is," she said.

FORT LEAVENWORTH, Kan. (AP) ? The Army staff sergeant accused of slaughtering 16 Afghan civilians in a nighttime shooting rampage has a sketchy memory of the night of the massacre, his lawyer said Monday after meeting his client for the first time.

Lawyer John Henry Browne said Robert Bales remembers some details from before and after the killings, but very little or nothing of the time the military believes he went on a shooting spree through two Afghan villages.

"He has some memory of some things that happened that night. He has some memories of before the incident and he has some memories of after the incident. In between, very little," Browne told The Associated Press by telephone from Fort Leavenworth, where Bales is being held.

Pressed on whether Bales can remember anything about the shooting, Browne said, "No," but added: "I haven't gotten that far with him yet."

In an earlier interview with CBS, Browne said unequivocally that Bales can't remember the shootings.

Meanwhile, records show Bales owes $1.5 million from an arbitration ruling nearly a decade ago that found him guilty of securities fraud.

Bales, 38, has not been charged yet in the March 11 shootings, though charges could come this week. The killings sparked protests in Afghanistan, endangered relations between the two countries and threatened to upend American policy over the decade-old war.

Earlier Monday, Browne met with his client behind bars for the first time to begin building a defense and said the soldier gave a powerfully moving account of what it is like to be on the ground in Afghanistan.

Browne said he and Bales, who is being held in an isolated cell at the military prison, met for more than three hours at Fort Leavenworth.

"What's going on on the ground in Afghanistan, you read about it. I read about it. But it's totally different when you hear about it from somebody who's been there," Browne told the AP. "It's just really emotional."

Browne, a Seattle attorney who defended serial killer Ted Bundy and a thief known as the "Barefoot Bandit," has said he has handled three or four military cases. The defense team includes a military defense lawyer, Maj. Thomas Hurley. The lawyers have said they plan to meet with Bales this week.

At their meeting, Browne said Bales clarified a story, provided initially by the soldier's family, about the timing of a roadside bomb that blew off the leg of one of Bales' friends. It was two days before the shooting, not one, and Bales didn't see the explosion, just the aftermath, Browne said.

The details of the blast could not be immediately confirmed.

Military officials have said that Bales, after drinking on a southern Afghanistan base, crept away to two villages overnight, shooting his victims and setting many of them on fire. Nine of the dead were children and 11 belonged to one family.

Bales arrived at Fort Leavenworth last Friday and is being held in the same prison as other prominent defendants. Pfc. Bradley Manning, who is charged with leaking classified documents to the WikiLeaks website, has been held there on occasion as he awaited trial.

Bales is "already being integrated into the normal pretrial confinement routine," prison spokeswoman Rebecca Steed said.

The routine includes recreation, meals and cleaning the area where he is living. Steed said once his meetings with his attorneys are complete later in the week, Bales will resume the normal integration process.

Bales' wife, Karilyn, offered her condolences to the victims' families and said Monday she wants to know what happened. She said her family and her in-laws are profoundly sad, and that what they've read and seen in news reports is "completely out of character of the man I know and admire."

"My family including my and Bob's extended families are all profoundly sad. We extend our condolences to all the people of the Panjawai District, our hearts go out too all of them, especially to the parents, brothers, sisters and grandparents of the children who perished," Karilyn Bales said in a statement.

Court records and interviews show Bales had commendations for good conduct after four tours in Iraq and Afghanistan. He enlisted in the military after the Sept. 11 terrorist attacks.

He also faced a number of problems in recent years: Florida investment job went sour, his Seattle-area home was condemned as he struggled to make payments on another, and he failed to get a recent promotion. He also still faces a $1.5 million securities fraud judgment from 2003.

The National Association of Securities Dealers found that Bales, another man and his company "engaged in fraud, breach of fiduciary duty, churning, unauthorized trading and unsuitable investments."

Records show Gary Liebschner of Columbus, Ohio, filed the complaint in 2000, when Bales was a stockbroker.

WCPO-TV in Ohio quoted Liebschner's wife as saying her husband became ill so they asked Bales to sell stock to pay medical bills, but never received the proceeds.

An arbitration panel found Bales, Michael Patterson and Michael Patterson Inc. individually and jointly liable for $637,000 in compensatory damages, $637,000 in punitive damages, $216,500 in attorneys' fees and several thousand dollars in other fees.

Punitive damages were allowed because the panel found Bales' conduct "fraudulent and malicious."

Bales did not file a "statement of answer," get an attorney or appear at an Ohio hearing, records show.

About a year and a half after the complaint was filed, Bales enlisted ? just two months after 9/11.

After their investigation, military attorneys could draft charges and present them to a commander, who then makes a judgment on whether there is probable cause to believe that an offense was committed and that the accused committed it.

That commander then submits the charges to a convening authority, who typically is the commander of the brigade to which the accused is assigned but could be of higher rank.
